Step 1 >> Go to Blogger.com and Sign in with your Google Account if you have not google account then you should make a google account its Recommended
After Signup and login to account Continue to your New Profile
Step 3 >> Choose Your Tile . Enter Something like your name and in address box enter your domain name like blogcheer. so my blogger name will be blogcheer.blogspot.com
Step 4 >> Your Blog has Created its done now start posting on your blog its also 100% free and make unlimited posts :)
